The working papers and interventions presented at the weekly resistance forum emphasized the importance of integrating the roles of the local authority and the community as a fundamental pillar for the success of the liberation battle, the restoration of state institutions, and the end of the Houthi militia coup.

Dr. Yusuf Abduljalil, Director General of Sharab Al-Runa Directorate, presented a paper during the fourth weekly resistance forum entitled "The Local Authority in Taiz: Achievements and Challenges." In it, he affirmed that the local authority in the governorate started from scratch due to the Houthi destruction of all institutions in Taiz and of life in general.

Abduljalil explained that security is the primary pillar of the local authority, as it has worked to strengthen it and has worked to normalize the situation in the governorate. He added that services are the second pillar of the local authority, and although they are not as they should be due to the conditions and the siege, the local authority is doing what is available and seeks to achieve more.

Regarding the difficulties, Abduljalil affirmed that the weakness of capabilities, the scarcity of resources, and the siege imposed on the city are what most hinder the local authority, noting that most of Taiz's resources are located in the part under the control of the Houthi militia. He stressed the need to unite ranks to complete the liberation of the governorate.

For his part, Mukhtar Al-Marriri, advisor to the Taiz governor for cultural affairs, indicated in his paper the extent of the weakness of revenues in Taiz and the lack of sovereign revenues for the governorate, noting that all of Taiz's revenues cannot cover two executive bodies, such as the security apparatus and the education apparatus.

Al-Marriri affirmed that the enemies of the homeland, since the beginning of the battle to liberate Taiz, have bet on the non-return of the executive bodies to the local authority, but they returned to work according to what is available, and they bet on not restoring the security institution, but it returned and achieved great successes, and they bet on not restoring educational institutions, and yet they returned and in an effective manner, noting at the same time the space of freedom that the governorate enjoys and distinguishes it from other governorates.

He pointed out that despite all the efforts exerted by the local authority, the reality of the governorate requires redoubling efforts and performance, commensurate with the challenges that Taiz is living.

Dr. Muhammad Taher Al-Tabali, in his paper entitled "The Role of Society in the Success of the Liberation Battle: Responsibilities and Challenges," mentioned many ways to achieve the goals of victory, explaining that standing behind the resistance and the national army requires the exercise of a sense of responsibility by citizens, at the forefront of whom are the elites, notables, and the rest of society, by continuously supporting the armed struggle from all segments of society and developing it using all means that achieve the goals of victory.

Al-Tabali emphasized the importance of having a coordination and popular support committee, which meets periodically and is a link between citizens and the responsible parties, in order to succeed in the liberation battle, stressing the need for popular cohesion as happened in 2015-2016-2017 in the battles to liberate Taiz.

Dr. Al-Tabali mentioned many ways that could achieve widespread success in succeeding in the liberation battle, through economic, awareness, informational, media, and social support, and in various fields.

While Shukri Al-Za'im, a leader in the Taiz Resistance Council, affirmed that Taiz issues require the concerted efforts of all the governorate's authorities in addition to the government, presidency, and parliament, explaining that there are many issues that the local authority must resolve, most notably supporting security and fronts, while there are issues that the government must resolve, and other issues that require the efforts of the House of Representatives.

Al-Za'im stressed the need to complete the liberation of Taiz, which comes through supporting the national battle, and by completing the liberation, treating many of the governorate's issues will be easier.

For their part, the attendees and participants in the forum presented various interventions that, in general, emphasized the need for the local authority to redouble its efforts in finding serious solutions to provide basic services to the people of the governorate, foremost of which are electricity and water, and to work on finding effective solutions to the issue of rents that disturb families in the city, stressing the need to redouble support for the army in the fronts and support the security institution to achieve stability, considering that this support is a measure of the extent of the local authority's success in meeting the aspirations of the people of the governorate.
