At the conclusion of the consultative conference held on 07/23/2023 AD, the Popular Resistance Councils in the Yemeni governorates announced the establishment of the “Supreme Council of Popular Resistance” and considered it as its legitimate representative, with the aim of developing its performance and coordinating its efforts in a way that serves the battle to restore the state and end the coup
In the statement read by the Vice President of the Supreme Council of Popular Resistance, Dr. Abdul Hamid Amer, he announced the agreement of the conference participants to unify all the popular resistance councils in the Yemeni governorates, within one entity called the “Supreme Council of Popular Resistance”
Amer added in the announcement statement that the Supreme Council consists of representatives of the regions and representatives of the resistance councils in the governorates, in addition to the advisory committee, and that it will complete the formation of its executive bodies, committees, and specialized offices in its first scheduled meetings within a month from the date of the announcement
In the press conference, the names of the senior leadership of the Supreme Council of Popular Resistance were announced, which were agreed upon and approved as follows:

The conferees saluted the steadfastness of the heroes of the National Army, the security and the popular resistance, and praised the great efforts and sacrifices that are still being made for the sake of victory for the homeland and its just causes and in loyalty to the blood of the martyrs and the suffering of the wounded and detainees
An analytical paper was presented to the conference on the current reality that Yemen is going through, the challenges facing the national project, and the options available to the popular resistance, after objective discussions, serious dialogues, and intense consultations during the conference sessions, and in view of the continuation of the Houthi coup as an existential threat to the state and the Yemeni identity, and the disastrous consequences resulting from the continuation of this situation. The coup, which strikes at the unity, sovereignty, and territorial integrity of Yemen, resulted in the killing, and in view of the ongoing changes in the political and military scene, the major transformations on the ground, and the facilities that the coup militia obtained, from restarting the port of Hodeidah and Sanaa International Airport to lifting restrictions on the movement of militia leaders and cadres, and the challenges faced by the legitimate authority. The battle to restore the state has dropped from the list of priorities, and the risks that this means threaten the future of Yemen, as a state, land, and person. The popular resistance is represented in its resistance councils.
The various parties declare their agreement on the following:
A - Unifying all popular resistance councils in the Yemeni governorates, within one entity called the “Supreme Council of Popular Resistance”
B - Considering the Supreme Council of Popular Resistance as a legitimate representative of the popular resistance in Yemen
T - Approving the Council’s bylaws and assigning the technical office and the committee emerging from the conference to absorb the agreed-upon comments and complete the preparation of the regulations governing the Council’s work and policies
D - The Supreme Council of Popular Resistance consists of representatives of the regions and heads or representatives of the resistance councils in the governorates, in addition to the advisory committee
C - The Supreme Council will hold its first meeting within a month from the date of the announcement, form the political body and executive committees, and appoint the technical office and secretariat

First: Definition of popular resistance
It is a general Yemeni popular resistance that sides with the Yemeni people and their issues. It is made up of various political, military, tribal and civil forces and components, taking political and military means to resist the coup against the state and its national project and to preserve the unity of the homeland, its republican system, its sovereignty and the integrity of its lands. It derives its legitimacy from the right of peoples to defend their homelands and protect their states. The integrity of its lands is guaranteed by all international conventions and national constitutions
Second: The Supreme Council of Popular Resistance:
The Council is the highest authority in the resistance and is entrusted with electing the supreme leadership, approving the statute and regulations of the resistance, and its directions, policies and strategies
Third: The general goal of popular resistance:
Restoring the state, ending the Houthi coup, preserving the nation’s sovereignty, unity, stability and territorial integrity, and contributing to building a strong, stable and effective Yemen in its regional and international environment

Fourth: Principles and obligations
1-Commitment to the principle of national struggle
The Supreme Council of Popular Resistance is committed to being a national struggle movement that includes in its composition all political and social forces, popular components, and youth and mass activities. It does not represent any intellectual orientation or political component, and confirms its distance from political tensions and partisan conflicts and what leads to them and their consequences
2-Restoring the state and ending the coup and the resulting security imbalances and political divisions will remain the Council’s primary goal and the major priority it seeks to achieve
3-The Supreme Council of Popular Resistance affirms respect for the three references related to the Yemeni crisis (the Gulf Initiative, the outcomes of the national dialogue, and UN Resolution 2216) and calls for their implementation, adherence to them, and not exceeding them in any way
4-Adherence to the republican system of government, the federal form of the state, political and party pluralism, and the peaceful transfer of power
5-unity, and territorial integrity of Yemen
6-Supporting the national army and supporting it with the means and capabilities available in the battle to restore the state
7-The Supreme Council of Popular Resistance supports efforts to strengthen the presence of legitimate state institutions, impose their prestige, develop their performance, and enable them to perform their duties on every inch of Yemeni territory, and at the top of those duties is leading the liberation battle and taking full care of the families of the martyrs and the wounded, and rejects all manifestations of failure, administrative corruption, and tampering with public funds
8-The Council affirms the right of the Yemeni state to recover all its sovereign resources, and calls for redoubling efforts to improve economic conditions and alleviate the suffering of the Yemeni people
9-The Council supports the efforts of the legitimate state to secure Yemeni waterways in a way that achieves the security of the Red Sea and the Arabian Sea
10-Raising the level of the people culturally and cognitively, and building human resources skills, a battle no less important than the battles to restore the state and end the coup
11-The Council is committed to maintaining good relations with the Arab coalition countries, in particular the Kingdom of Saudi Arabia, and the brotherly and friendly countries that support the right of the Yemeni people to restore their state, preserve their unity and national sovereignty, and establish relations based on common interests and mutual respect
12-issues and claims of grievances left over from previous decades of conflict, and will endeavor with all its capabilities to bring viewpoints closer and restore rights to their people in accordance with the principles of transitional justice and reparation
13-The Supreme Council of Popular Resistance considers the racist ideas and sectarian practices of the terrorist Houthi militia a serious threat that harms the present and future of the Yemeni people and the Arab region and will seek to confront this danger by all possible means
14-Absolute rejection of all forms of extremism and terrorism, and all ethnic, sectarian, regional and regional projects, and work to enhance societal cohesion, religious tolerance and social peace
15-Commitment to promoting the values of equal citizenship and the rule of law.
16-Respect human rights and fundamental freedoms
17-Emphasizing the empowerment of women and youth, their fair representation in all components of the state and its institutions, and ensuring their effective participation in public affairs
18-Commitment to partnership with all national political and social components
